Summary:
 
The BIS invites applications for the position of Deputy Head of Banking Department, a key appointment at the Bank’s Senior Management level. Together with the Head of the Banking Department, you will be responsible for providing financial services to the central bank community, and for the management of the Bank’s assets and liabilities and P&L.
 
You will also oversee the implementation of the Banking Department’s medium-term strategy, which includes diversifying the investment strategy, and extending the range of banking products and services offered to central banks and supranational organisations. Key to this strategy is also overseeing the transformation of the IT environment supporting the delivery of Banking services.
 

Purpose of the job:
 
The Deputy Head of the Banking Department is responsible for assisting the Head of Banking Department in the management of the Department, including all dealing and support operations involved in the management of the Bank’s assets and liabilities. You will lead and manage one of the core areas of the Banking Department, and will contribute to the strategic planning and management of the BIS in close association with the members of the Executive Committee (ExCo).
 
 
Principal accountabilities:
Assist and deputise for the Head of Banking Department in the following activities:
  • all the dealing and support operations involved in the management of the Bank’s assets and liabilities;
  • managing and leading the department’s 100 staff;
  • providing financial services to the central bank and supranational customer base of the BIS by designing and offering attractive investment instruments;
  • supervising the placing of the proceeds from these investments with high credit quality institutions;
  • supervising the management of the Bank’s own capital and its third-party portfolio management activity;
  • maximising the return to the Bank on the financial services it offers and on the investment of its capital subject to maintaining competitive pricing and keeping within BIS prudent risk parameters;
  • overseeing the implementation of the Banking Department’s medium-term strategy (Innovation BIS 2025), which includes diversifying the investment strategy, and extending the range of banking products and services;
  • overseeing the transformation of the IT environment supporting the delivery of Banking services; and
  • taking direct responsibility for leading and managing one of the core business areas of the Banking Department.
 

Qualification and work experience:
  • MA/MSc in Economics, Finance or equivalent
  • At least 10 to 15 years of experience in a visible senior leadership position in a financial institution, central bank or supranational financial organisation
  • Deep understanding of the institutional environment for central banks and supranational financial organisations
 
 
Skills:
  • Clear record of achievement in international banking with experience in prudent treasury, asset/liability management and/or portfolio management
  • Good understanding of the characteristics and requirements of central banks and supranational institutions as customers
  • English and knowledge of German and/or French
  • Analytical, managerial and leadership skills
  • Excellent interpersonal and communication skills
  • Excellent English drafting skills
